"Send Later" option in Outlook 2002?

I have set Outlook to do a send and receive every 30 minutes. I have set the
option to "Send immediately when connected".
However, I can't find an option that will allow me to compose mail when NOT
connected that will be sent on the next "send and receive" session.
Everytime I compose a mail and click "Send" it dials up! Am I missing
something here?
