send on behalf

One of my users has lost the 'send on behald' notification that appears on
the header of the email. how do we get this back. We are using a outlook 2003
with exchange 2003

How is this user attempting to send? Secondary mailbox? Delegate? What rights does the user have? On Exchange, Send on Behalf or simply Send As?

The user is a delegate has has full security options in AD. The person in
question is PA to one of our directors. The 'send on behalf' in the header
used to appear, and now it does not . Tried with another PA to the MD and
that works, it says PA sending on behalf of MD....

Send on Behalf of is set in Exchange, not AD.
