send/receive action to use email in Outlook 2002?

I am having problems sending/receiving email with Outlook 2002. It worked
with my previous online account with Adelphia. I have just switched to
Verizon and send/receive button does not work, send receive box does not come
up at all. Can anyone help with a suggestion?
