Send/Receive button doesn't work in Outlook 2002

I am running windows XP and unfortunately I am using dial-
up (don't have DSL in my area yet). Whenever I hit the
send/receive button nothing happens at all. When I
create my acount and do a test it says all systems are go
but nothing when I hit the send receive button. How do I
get this to work? I am using outlook 2002 and running
windows XP. It should be noted that I am also using
Earthlink 2003 Total Access if this information will help.
