Send/Receive button not working

When I click on my Send/Receive button it does not send
out composed e-mail or retreive e-mail from my ISP. When
I test the accounts with the "Test Account Settings"
button it sends an e-mail that I can retreive on my ISP.
I have tried disableing my anti-virus, recreating the
accounts, reinstalling Outlook 2002, and downloading all
of the service paks and updates.

For some reason the Send/Receive still does nothing.
Everything had worked fine up until a week ago. No new
installs. No viruses found.

I'm at a loss of what to do.

I had the same thing happen starting this morning. I ran
the repair operation from the Outlook help menu. I
restored everything back to 2 days ago, and I'm still
getting "operation failed" message when I try to send an
email. It's not a problem with my internet provider. I
don't know what's going on.
