send/receive error 0x800408FC

I have been using Outlook 2007 for about 6 months. It is pulling email from
my Horde Account. All has been fine until I ran a cleaner for registry and
cache. Now this error pops up and I cannot send or receive email. Can anyone
help?

Sure. Restore the registry items the "cleaner" removed. Every registry
cleaner I've ever seen allows you to save the removed keys in case of
something not working after "cleaning". Surely you saved those keys, correct?
Have you tried Help>Office Diagnostics in Outlook?
