send/receive error

I am running Outlook 2003 on XP. I have installed the Service Packs. When I
forward and email with an attachment or reply to an email (with or without
and attachment) I get Send/Receive error 0x800CCC78. I have sbcglobal as my
ISP. I have turned off the Norton Anti-Virus for outgoing emails, I have
verifified my POP and SMTP addresses, my settings are set to authenticate.
SBC tech support is worthless!!! Is this something with my ISP or is it an
Outlook issue? Please help me!!!

have you already checked this?
When you try use your MSN mail account to send an mail, you may receive the
following error message:

0X800CCC78 error: The message could not be sent because the server rejected
the sender's e-mail address

To solve the problem, please follow the next steps:

Start Outlook

TOOLS

ACCOUNTS

MAIL

click your MSN account

PROPERTIES

SERVER TAB

My server requires authentication

SETTINGS

Under Logon Information

LOG ON USING

In the Account Name box, type your Member ID (everything before the @ of you
MSN e-mail address)

In the Password box, type your MSN account password

Select Log on using Secure Password Authentication

OK

OK

Huh? The OP distinctly said:
I have sbcglobal as my ISP.

How does MSN have anything whatsoever to do with this problem?

Normally, I'd say that this is an indication that you're not properly
authenticating to your outgoing server, but you say you are.

If I were in your shoes, I'd create a new mail profile, point it at your
existing PST, and add your SBC account to that profile from scratch. See if
that profile works. If so, you can delete the old one.

That error code indicates that the server rejected the sender address.
What text is associated with the error code? That will probably be more
useful than the code itself.
