send/receive goes only to outbox

When I click on send/receive, my outgoing email now only
goes to the outbox. I have to either go there and click
again, or set it up to send when I disconnect, which is
never. I'm not sure why this has happened and can't seem
to find a setting within "tools/options" to set it back
again.
What to do? Thanks
