Send/Receive in standard toolbar

I have a company computer and a company laptop. The computer was upgraded to
Office 2003 while a clean installation of Office 2003 was put on the laptop.
On both, when I open Outlook, the send/receive standard toolbar icon is
always open even when my mouse is no where near it. In order for the drop
down to go a way, I have to click else where, obviously. Why does this
happen and where can I change Outlook configuration to stop doing this??

Thank you Anne for the suggestion. It worked on my laptop but not on the
desktop pc. I can live with that since I use the laptop more than the
desktop's outlook.

Anne,

Well, it worked for a few times of opening and closing Outlook and now I
have the same issue back. Do you have any other recommendations?

Please advise, thank you.
