send/receive monitor not correct: disappears during down/uploading!!!

Since recently, Outlook XP indicates that the "send/receive action
[is] complete" (in Outlook's right bottom bar) and subsequently
disappears, while OUTLOOK IS STILL DOWN/UPLOADING!!! The send/receive
monitor window also disappears.

How can I repair this function? Office's Detect and Repair does not
repair it.
