Send receive not working MSO 2003

my send/receive button does not cause a send/receive. in the drop-down it
does not list the email accounts. also cant access s/r in "tools>options>mail
setup>s/r"

But you accounts are still configured in Account Settings?
Locate the srs-file for you mail profile and rename it to .old.
You can find the srs-file in the same location as outcmd.dat.
