Send/Receive Xternal Mail-Shouldn't Be Able To

I have an end user who is able to send and receive external mail messages
outside of our employer. They only have a Microsoft Exchange account, no
POP3. I am wondering why they are able to send and receive external emails
when they are not set up for that? Thanks.
