When I click on the Send/Receive in Outlook I get an error message "Operation
failed".
What can I do to repair this?

1) verify your account settings as to server names and port numbers.
2) with Outlook closed, delete or rename the ".srs" file in the (hidden)
folder
%AppData%\Microsoft\Outlook
3) use Help>Detect and Repair
4) create a new mail profile and redefine your accounts.
