"SEND TO" doesnot load outlook

I cannot send mail from "SEND TO" of any office programs
or INTERNET EXPLORER.

I get message "NET WORK PROBLEM OR OFFICE ISNOT INSTALLED"

I am using OFFICE XP (2002)

What email program is registered in IE under Tools > Options > Programs?
