Send To from Explorer does not use Outlook

In File Explorer, I right click on a file to bring up the local menu. In
the Send To menu item, one choice is Mail Recipient. If I select this,
another email application (Mozilla Thunderbird) opens, even though Outlook
is now the default.

In Outlook, I have checked the following: Options | Other | General - "Make
Outlook the default program for email, contacts, and calendar" is checked

In Internet Properties, I have checked that Outlook is the default.

What else should I look for?
