Send To OneNote driver intercepts USB plotter

We use a sign-making package called FlexiSign from Scanvec Amiable. This
communicates with a cutting plotter connected via USB. In the program, a
"phantom" port called "NameOfPlotter@USBPORT0:" is created. When we try to
output from our program, the Windows Print Spooler kicks in, showing the job
in a printer automatically created with the device name as above and the
About tab showing it to be a Send To OneNote device. Deleting this printer
and trying to output the job again causes this printer to be recreated.

We've had this on a couple of laptops running Vista with Office 2007
preloaded by the OEM.

Any thoughts appreciated.

Check the Ports tab on the Plotter properties - which port is enabled?

Are you running Vista 64? If yes, check this:
