Send with follow-up

Is there a way to make Outlook remind me to add a flag for follow-up to an
email before hitting send?

I think that an Outlook addon from Sperry Software adds a button "Send with
follow up".

I think that is on the right track but I am wondering if there are other
solutions.

Is there a way to just create a rule. It is easy to create the same
follow-up of every message sent, but I don't want to do that.

Unless you want the same follow up for every message, you can't do i
by rule. You could write your own code, if you don't want to buy a
add-in. http://www.outlookcode.com/ may have examples you can tailor
