Sender keeps appearing after sending to blocked sender

I am receiving a message each day which I assign to the blocked sender list.
It still arrives in my Junk Mail. Can I block it altogether?

That's what blocking means in Outlook.
If you don't want Outlook to download it, you'll have to block/delete it at
server level instead.
