Incoming Outgoing mail progress

How do I turn on the dialog box that shows you how many e-mails you have
coming in and what the progress of the outgoing incoming messages are?

Hi,
I mean the box that pops up to say how many messages you are downloading or
sending and the progress of the emails being downloaded or sent out.
