Sending attachments in Outlook

I have Microsoft Outlook 2000 and for some reason when I
open a new e-mail and send an attachment (can be in any
program), the icon appears on the e-mail page and not at
the bottom. The outcome of this is when i send the
attachment like this it doesn't appear to the reciever.
It's as though i've not sent an attachment at all.
However when I reply to an e-mail and attach a file it
works!!!???!!!!

Please please please can someone help!
