Sending blank forms populatable without client having InfoPath

Is there a way to send a blank infopath template to a client via email that
can be filled out and sent back without the client using MS software?

The idea is that the client recieves the email in a format compatable with
both Windows and Mac that can be filled out and sent back.

Ideal solution would be a pdf that has dropdowns, datepicker, text fields,
etc.

Please help! I have been trying to determain whether I can achieve this
without online hosting.

If you publish the form via email to the client, assuming he is using
Outlook, the client should be able to complete the form and return it without
ever having InfoPath. If the client is not using any MS products, even for
email, you will have to experiment to see which, if any OS it will work with.

Looks like you had the perfect solution in your question (pdf with
dropdowns, etc.).
You can do this with the full version of Adobe Acrobat that includes
Livecycle Designer.
