Sending delayed email messages

When specifying an email message be sent on a certain date
and time, does the user have to be logged into Outlook in
order for the message to be sent on the specified date and
time?

This question applies for Outlook 2002 and it resides on a
server.

If Outlook is not open when the time expires will the
message be sent once Outlook is opened after the delayed
delivery time has passed..?
