sending HTML not as an atttachment

I've done this earlier but I don't remember how--and earlier version
of outlook.
I have my family's Christmas letter in HTML--including header tag
becasue it has style tags. If I paste it into the word editor, it
either gets sent as plain text html (plain text option), or plain text
with all the URLs underlined (HTML option). I want it to show up in
someone's email box like the advertisements do--already in HTML and
looking pretty. Does anyone know what I'm not doing right here?
