Sending Mail before Receiving.

Hello all,

We have users who have a large mailbox sizes and when they
send and recieve on the road, it takes a while. If they
get frustrated, they cancel all. This leaves messages
unsent in the Outbox. Is there a way to configure Outlook
or Exchange to Send outgoing mail first, before attempting
to synchronize the folders?
