sending mail nothing in outbox ?

My OL 2003 is trying to send email when there is nothing in the outbox...I
have he latest updates and SP 3 I think. What is causing this phantom send
attempt...and how do I stop it ?

Every Send/Receive cycle shows both a Send and a Receive, regardless
of what is or is not in the Outbox. There is nothing strange about it
and I can see no reason to try to stop it.
