sending messages

I recently upgraded my Outlook 2003 to Outlook 2007. I use a Vista operating
system. I can receive emails just fine...it is just that I can not send
emails out. It gives me an error that I need to visit with my ISP. I did
that. They can't seem to figure out why since I have all the correct
settings. I also ran in safe mode, but that didn't work either. Does anyone
have a clue what is going on? Thanks for your help in advance.
