You don't mention what version of Outlook you are using, but two thoughts...
1) Close Outlook and delete the file named <profile_name>.SRS. Launch
Outlook and then reconfigure you send/receive settings.
2) Try creating a new Outlook mail profile via the mail applet. Don't copy
the existing mail profile. Create a new one and then see if the issue
happens under that new profile.
Sending' reported error (0x80070057) : 'Could not complete the operation.
