Sent Email stays in Outbook as unsent mail

In Outlook 2000 when I send an email it goes into the Outbox but does not
leave. If I open it up again it says it is unsent - you have to click on Send
again in order for it to turn to italics and leave the Outbox.

The Norton anti-virus settings are turned off for scanning outgoing mail.

Can anyone suggest a solution.
