Sent Messages RTF format changed to Plain Text

A user who has Outlook 2000 (SP3 and all security patches) installed is
sending out messages formatted as RTF. Outlook (2k, XP & 2003) recipients
receive the message formatted as Plain Text, and the formatting options are
unavailable in the received message. The message in the sender's Sent Items
folder is formatted as RTF.

Help!
