Separate project groups on server?

Is there a way to keep "active' projects separate
from "proposed" projects so that when you use something
like "resource utilization" views the data is not mixed
and you can actually see only totals from one or the
other?

As you know, this view can be filtered to leave only
active projects, but the totals are for everything in the
database still, not just what you filtered.

You can use custom project outline codes to help group,
however the reporting would most likely have to be a
custom ASP page.
