Sequential Work Flow using Outlook

I want to send a work package sequentially to 5 people. As each person
performs their task the package goes to the next. On paper I would use a
tracking sheet. As each person completes their task the sign off on the
tracking sheet and forwards the document to the next person.

I would hope that there is a similar function in Outlook?

Nothing automatic. Why can't you all just forward an email message or
sequentially assign tasks to each other?

The short answer is incompetence.

The better answer is that there are many, many workflows happening
concurrently and it is easy for work packages to get dropped, put on low
priorities, etc. At the moment we use a paper routing sheet but if the
package "gets lost" we have no way of knowing who had it last.
Electronically I would be able to track the work. I'd like to do this with
an existing software package instead of investing in new software.

I don't know how this could be accomplished with off-the-shelf Office.
