I've got a stacked bar chart showing the number of students within each
grade band for each dept above and below the university average - to see
which depts drag our average up and which down.

The chart automatically plotted the negative (below average) grade bands in
reverse order (with the lowest grades next to the axis and the highest
grades furthest away), we wanted the grade bands to increase from left to
right so I simply reversed the series order for those grade bands below the
average.

However, I've now been asked to produce the same graph but instead of using
the university average use the targets for each dept...obviously some depts
have higher targets than others so for some depts rgade bands are above the
axis while for others below. I need to find a way to vary the series order
by dept...but I'm stumped.

I've considered grouping the depts with similar targets to produce 4
different graphs (of the 22 depts)...but we need to sort the depts by the
performance (so the ones with the biggest negatives at the top and the ones
with the smallest at the bottom)...which means separate graphs aren't an
option unless I split the entire thing into 22 graphs and sort it manually.

Any ideas or help would be appreciated
