SERVER: Can one leader actualise tasks assigned to his team?

During working with Microsoft Project 2002 Proffessional
and Microsoft Project 2002 Server, we found a problem:

If there are multiple assignments on all tasks, Is it
possible, with tools of MS Project 2002 Professional and
MS Project 2002 Server, to make one of the workers to be
the only one to actualize the whole task with multiple
assigmnent?

Oherwise said: Can he/she update task instead of the other
workers (they are external resources = contractors with no
MS Project licence) with only one login and password on MS
Project Server 2002??

Actually, on certain task types, if one resource updates
the task to 100% before the others get a chance to add
their time, then the other resources cannot even see the
task on their time entry view in PWA.

The only way to accomplish this is to setup the absent users as Project
Server Authenticated and provide the logons to the folks who will do the
updating.
