Server Error

I have published to this website before. It is a
collection of affiliate sales links. I added some new
links and text and now when I try to publish I get the
following error message ;

" Server Error : Could not get a read lock for Microsoft
Internet Information server cashed information."

Is the problem in the host server for my website or in
the server for the affiliates' links? Any other
suggestions on where the problem is?

Usually for a server error you need to contact you host
Also try
1) In Windows Explorer Find and delete all FP Temp Files
2) In Windows Explorer Find and delete all hidden *.web files
