Server extensions not configured for collaboration

We're trying to create a new instance of an IIS server, a new database, etc. When I try to "extend" to the new database (via fpadmdll.dll), I get the following error. It looks like an STS error, but I can't figure it out

The server extensions on port "/LM/W3SVC/7:" are not configured for collaboration

Anyone know where this error originates
