Can I used frontpage 2003 to create a form and use an access database
without having to run the server extensions?

Thanks for the link but even though it mentions fp2000 and 02 is it still
the same for fp 2003?

the web server has aspnet v1.1.43222 installed. Should I upgrade this or is
this version okay?

Would that still work even though it is suggested by the OP that he will be
using the form-2-database 'bot?

Yes.
One thing not mentioned is the required permissions for the database,
and the folder it is in. The server must be able to write to the
database and create files in the folder. Usually the IUSR_machinename
account is involved.

The article assumes the use of "classic" ASP, not asp.NET. FrontPage
2003 will use asp.NET v1.1.xxxx, but should you wish to change to
Expression Web you will need asp.NET v2
