Server has stopped sending emails

Is there an over-riding control to start/stop Project Server from sending
emails? ie. from an Admin point of view? This has worked in the past,
however there are no emails being sent now? When tasks are changed, the
change is made correctly, but no emails...?

Does anybody know how to konfigure W2K3 SMTP server working with Linux SMTP
mail server?
Project Server 2003 mail notification doesn't function.
