Have you tried right-clicking on the Outlook icon in the notification area?

The 3 i am talking about is the
Server Exchange messages
Show Network warnings
Show Network Connectivity Changes.
You can deselect them, however, we would like to not have them showing at
all if possible.

i suspect you would have to "hack" the interface to remove the "options"

I believe it will be a registry "hack" yes, but i cannot see where they are
