Server question - referred from other forum

I've recently had assigned to me the initial setup of a MS project server.
It's completed as far as I know, now I'm just trying to get a project INTO
the server. Every time I save in MS Project, I get a message tell me this:

You are trying to publish a non-enterprise project to Project Server

The security settings on the server do not allow you to publish
non-enterprise projects.

Now I can change the settings on the server, I know that and did. But if I
still upload the project I can't do things like add resource and build teams
with it.

So my question is... what is an Enterprise project and how do I make one?
I've been looking through the supplied documentation for a few hours now and
I'm not finding anything useful. Nor did an online search reveal anything.

Can anyone advise?

Ed:

An Enterprise Project is a project created when one of two conditions is
true:
1. When created with the Project Professional 2002 client connected to a
Project Server with enterprise features enabled or

2. When imported using the Import Project to Enterprise Wizard that is
available from Tools > Enterprise Options menu in the Project Professional
2002 client when connected to a Project Server with enterprise features
enabled.

If you're trying to bring an existing project into Project Server, then you
need to use Tools > Enterprise Options > Import project to enterprise.

The task you're taking on is not easily accomplished by trial and error.
