Server security for Desktop

I need to be allow a user to open a project read only (fairly easy), but not
allow them to see any of the rates for the resources on that project
(corporate policy).

If I give them the global permission "Read Enterprise Global" to let them
log in to the Desktop, they can see all the information about the other
resources.

Does anybody know how to make this happen as desired?

We are running 2003 Pro, Server.

You can't. If a user can open a project in Microsoft Project Professional,
he/she can easily display the Standard Rate field and other cost fields,
even if you have removed the cost fields from all enterprise and standard
Views. Because of this, we always recommend that you use "blended rates" in
the cost fields rather than actual salaries. Blended rates could represent
average rates across teams, departments, or even the entire organization.
