Server Spool Error - using local resources

I imported a small project plan into Project Server 2003. The plan only has
6 resources, 4 of them are enterprise resources and 2 of them are local
resources. When I went to publish the newly imported project plan, I
confirmed that the enterprise resources were able to see their task in PWA on
the “view my task†page. At this point, I figured everything is a success,
but then I received an error message from the MS Project Server Spool. The
message was “The manager cannot create the resource account (0x8C040017).

Is this error message related to the fact that I have 2 local resources
which can not be added as enterprise resources? Is this the only issue this
error message is referring to? If this is the case, I will ignore the
spooler file error message.

I just want to make sure there is nothing else wrong with my enterprise
plan. I have 2 local resources because they are temporary placeholders, and
I will eventually be replacing these task with enterprise resources, so I
don’t see any harm is leaving these place holder resources as local
resources.

Joe -

You can probably clear this error (and the annoying Spooler flashing
exclamation point) by making sure the Workgroup setting for your local
resources is set to "None". It defaults to "Default" and this is
causing the error.

If you are going to stick with using local resources, then follow Mark
Everett's directions.

But, you should consider using Generic Resources instead. They were
designed for your purpose.

Thank all of you for your replies.

Reid, what do you mean by "Generic" resources? You are right, it does sound
like what I should be using, but I am not sure what you mean? Would this
generic resource be an enterprise resource?

In PPro, open the Enterprise Resource Pool. Insert the Generic field into
the Resource Sheet view. Add a new resourcenamed for a role or skill , for
example "Programmer." For this resource, set the value of the Generic field
to Yes. Save and close. Congratulations. You have created a generic
resource.

If you want to later use the Build Team functionality to match or replace
generic resources with named resources, you can set values for the generic
resources in other Enterprise Resource fields you may have customized, such
as Skills. And, you can assign RBS values to generics as well.

An additional step I recommend, but that is not required, is to set the Max
Units for generic resources to 0.01% (it will display as 0%). Later, we can
discuss (or you will discover) why this is a useful practice.

I am having a similar problem as Joe. I attempted to publish my Project Plan
using Entrprise Resources and received the project spooler message "Publish
Project Plan SYSTEM ERROR (0x80004005). A online article in AdminLife
suggested changing the resource workgroup to "none". When I did so, I got
the same error as Joe "The manager cannot create the resource account
(0x8C040017).

When I changed the workgroup to none did I then make all by resources
"Local"? What is the right approach?

Yep, same here. The key seems to be to eliminate local resources entirely
somehow. I don't know anything about these "generic" resources, though.
Since I'm prohibiting the creation of accounts on the server via Project
Pro, will they still work to eliminate this spooler error?

Teh Workgroup setting to shich I am referring is in the Resource Information
dialog box and applies only to the resource whose information you change. In
the Resource Sheet view, double-click on a resource name to see the dialog.

You don't have to remove the local resources entirely, although that is often
a good practice. You do have to set the resource's workgroup to None to
prevent spooler errors.

You might want to create a new thread on this discussion Group to ask for
guidance on creating and using Generic Resources. I just don't have time
right now to explain it all.

Thanks, Reid. I did find the article on microsoft.com on how to create a
generic resource, but I did have exactly the same problem. After I changed
the local resources to Workgroup: none, it caused a different spooler error.

Both Project Server and Project Pro are on SP2. We have two project managers
testing things and it happened to both of them. The first one was able to
eliminate the 0x8C040017 by eliminating all local resources entirely. We
haven't tried the generic resource route but will.

Since we don't allow Project Pro to create accounts on the server, can we
use generic resources created by the project manager without any
intervention on the server admin's part?

No, you cannot. You must create them as Enterprise Resources, just like any
other resources.
