Server Unique Permissions

I am trying to add either restricted access and/or unique
permissions to a subweb on my website. The "server"
command under the "tools" menu is greyed out. Does anyone
know what to do to gain access to the server optionts?
Any help on that, or other ideas on password protecting a
page is much appreciated. Thanks.

You must have your site open live, although sometimes you must do this through your host's control panel
