Set a directory as default "Save As"?

I've posted a related question to this and have not come up with solution I'm
satified with yet, so here it goes again. I need a way to make sure
employee's files are saved into the same folder everytime, this folder is at
least 5 folders deep and is not easy to find if you don't know where to look.
These files are used by not-so-computer-saavy people everyday and I would
like a very simple, user frindly solution. Thanks to anyone who can give me

Sorry, while you may set it, you can't prevent them from changing it.

What do you mean "set it"?
Outside of "Save As" setting.

Tools, Options, File locations, Documents is where the initial location
will be.
