set page length

I'm not sure I'm in the right group for this...but I am trying to set a
specified length for web pages that have varying content. The idea is
to have a series of pages that when viewed in a fully opened viewer,
will have links on the bottom of the screen remain in the same position.

The pages should be set so the vertical scroll bar is greyed out, and
when viewing the pages in series, the links on the bottom should not
appear to move.

Is this possible?

I'm using FrontPage 2003 as my editor.
