set permission

how can i set this permissions for a excel workbook :
first user can read and write and second one can only read

That is the default, no "setting of permission" necessary. First person
who opens the file has read/write. Any subsequent copies opened will be
flagged read/only if you elect to continue opening a file that is
already open.
