Set permissions administratively

Can you administrate OL2003 permissions on Exchange accounts?

Eg - grant all users in a distribution group reviewer permission on Calendar
and Task items and grant one user editor permission on all users' Calendar
items?

I can grant global rights to a user via the Exchange store but that seems
heavy handed and only really for emergencies or in a test environment.

Get the free PFDavAdmin tool from http://www.microsoft.com/downloads/details.aspx?FamilyID=635BE792-D8AD-49E3-ADA4-E2422C0AB424. It can manage mailbox folder permissions, as well as public folder permissions.
