I would like to set PhotoShop Elements as my default email photo attachment
opener. How do I do this?

Outlook doesn't have options for that; it respects the defaults as you
defined in Windows.
Depending on your version of Windows, you'll either use Start-> Default
Programs or Control Panel-> Folder Options...
