What is the best way to set up an auto running slide show of photos on a cd
without using powerpoint?

You can use a program like irfanview to create slideshows.It can be set up
to loop continuously once you start it.

It makes photo slide show video CD and can be viewed on TV with a DVD
player, Just have a try.
