Set up banner as a pdf file

I am trying to use Publisher to create a 8' x 3' banner. I want to create a
pdf file of the banner and submit to Kinkos. When I submit the file to be
converted to pdf, the pdf creates a 78 page document (as if I were going to
print on my printer). I want it to create a pdf that is actually ONE page,
with 8' x 3' dimensions. HELP!

you can't.

You will need to come up with a smaller/proportional size and make that.
Kinko's will have to scale it up in their rip.
