You might try the steps shown here: http://support.microsoft.com/kb/287424.
Skip down to the sections on Outlook 2003.

At some point, non-paid hotmail accounts stopped working with email clients
such as Outlook, requiring you to use the web interface. I don't know if
that's still the case.

Correct, currently only paid Hotmail accounts can use Outlook. That will change in the future however.

It changed in September 3004 but just the other week things have changed
again.

I have 4 free hotmail accounts. Two of them are used frequently, one is
rarely used, the last goes with a position I hold in an non-profit group. I
was able to access the first tow in OE on my old computer because I had them
configured in before the cutoff date (I'm not sure if that affects the
results I have now). Since Microsoft announced the changes, I can now access
those two accounts in Outlook 2007 on my new computer. I still can't get the
other two though. I'm thinking that maybe it has something to do with when
those accounts were "converted" to Live Hotmail accounts. Of course I can't
find anything to either confirm or destroy my theory. It's no big thing
though. ;-)

Are you able to be a bit more specific over what may happen in the future?

Curiously, it says there "...Windows Live Hotmail customers will be able to
access their Windows Live Hotmail e-mail and contacts for free* using
Microsoft® Office Outlook® 2003 or Office Outlook 2007 via the new Microsoft
Office Outlook Connector beta."

So, what does "free*" mean? I searched, but that's the only occurrence of *
on that page. So, it's anyone's guess exactly what "free*" might mean.

"Free" means that you can access your unpaid WLM account in Outlook 2003 and 2007 - nothing said about OE or prior versions. Makes sense as 2003/2007 are still supported and probably no one tested with out of support clients. Plus, Windows Mail replaces OE so that would be the venue for future versions of the Windows mail client.

There are still software programs out that will allow you to connect older Outlook/OE versions or unpaid Hotmail accounts. I have never used them as my WLM account has been a spam trap for years. I need to get a new one.
